Why do I forget what I practised between lessons when working on moving from transliteration to Arabic script?

Forgetting usually means the gap between review and use is too wide, not that the lesson was wasted. Pair one short transliterated line with the same words in Arabic script, then remove the transliteration as soon as the letters are recognisable. Add one very short recall check on a different day instead of simply rereading the notes. Progress should look like reading the same short passage directly from Arabic with fewer glances at transliteration.
